The sea is a free and open space, a common good that people have been harvesting since the dawn of time. But in our globalized and financialized world, the management of this shared heritage is based on legal frameworks that undermine small-scale fishers.
The disproportionate power of corporations and private actors is reinforced, while coastal communities are disenfranchised. In Canada, First Nations people are among the biggest victims of these policies.
